It has taken me some time to collect the

early records prior to the creation of the present Colonial Audit Department - relating to

the institution of the present system of audit in Hong Kong, but, as it appeared to me that, Mr: Phelips having been passed as medically fit to resume duty in Hong Kong (thus removing any ur- gency in dealing with this paper) it was better, notwithstanding the delay, that I should fully acquaint myself with the facts.

The present system of audit in Hong Kong was instituted as from the 1st January 1890, prior to
